        PROCEDURE FOR OBTAINING WATER/AIR CONSENT AND AUTHORIZATION FOR HAZARDOUS/BIO-MEDICAL/MUNICIPAL SOLID WASTES

        WATER CONSENT


 
bullet Any person who establish any industry, operation or process, or any treatment and disposal system or an extension or addition thereto, which is likely to discharge sewage or trade effluent into a stream or well or sewer or on land (hereafter referred as discharge of sewage); or bring into use any new or altered outlets for the discharge of sewage; or being to make any new discharge of sewage shall apply in the PRESCRIBED FORM to Member Secretary, Chhattisgarh Environment Conservation Board, Raipur (if investment in Plant and Machinery more than 5 Crores) or concerned Regional Officer of the Board (if investment in Plant and Machinery less than 5 Crores) for obtaining water consent.
bullet In case of the existing industries for continuation of discharge of sewage,  the person/persons will make an application giving all particulars to his premises producing the effluent in the PRESCRIBED FORM to Member Secretary, Chhattisgarh Environment Conservation Board, Raipur (if investment in Plant and Machinery more than 5 Crores) or concerned Regional Officer of the Board (if investment in Plant and Machinery less than 5 Crores) for obtaining RENEWAL of the water consent.
bullet With the duly filled application form please accompany the following:-
  • Prescribed Water Consent/Water Consent Annual Renewal Fee in the form of Demand Draft.
  • Topo Sheet, Site Plan and Layout Plan.
  • Lay out & Statement of area (total are of the plant/constructed area/open area/ area reserved for plantation).
  • Name of Local Body/Panchayat and NOC from Local Body/Panchayat.
  • List of Industries, Villages Rivers & Lakes and other important features and distances from site, within a radius of 5/10 Kms.
  • A copy of project report.
  • Flow sheet of process and chemical involved (if any).
  • Material balance, Water balance etc.
  • Details of Effluent Treatment Plant, Treated Effluent Disposal/Re-use arrangement, Solid Waste Collection, Handling, Storage and Disposal/Re-use arrangement.

AIR CONSENT

bullet Any person who establish or operate any industrial plant in an air pollution control area for emission of air pollutants to the atmosphere shall apply in the PRESCRIBED FORM-1 to Member Secretary, Chhattisgarh Environment Conservation Board, Raipur (if investment in Plant and Machinery more than 5 Crores) or concerned Regional Officer of the Board (if investment in Plant and Machinery less than 5 Crores) for obtaining air consent.
bullet In case of the existing industries for continuation of emission of air pollutants into the atmosphere,  the person/persons will make an application giving all particulars to his premises emitting the air pollutants in the PRESCRIBED FORM-I to Member Secretary, Chhattisgarh Environment Conservation Board, Raipur (if investment in Plant and Machinery more than 5 Crores) or concerned Regional Officer of the Board (if investment in Plant and Machinery less than 5 Crores) for obtaining RENEWAL of the air consent.
With the duly filled application form please accompany the following:-
  • Air Consent/Air Consent Annual Renewal Fee in the form of Demand Draft.

AUTHORIZATION

HAZARDOUS WASTE

Every occupier handling, or a recycler recycling, hazardous wastes and any person who intends to be an operator of a facility for the collection, reception, treatment, transport, storage and disposal of hazardous wastes shall apply in the PRESCRIBED FORM-I to Member Secretary, Chhattisgarh Environment Conservation Board, Raipur (if investment in Plant and Machinery more than 5 Crores) or concerned Regional Officer of the Board (if investment in Plant and Machinery less than 5 Crores) for obtaining AUTHORIZATION.
With the duly filled application form please accompany the following:-
  • Location of site with topo sheet, site map/plan, layout plan.
  • Name of waste processing technology.
  • Details of processing technology.
  • Type and Quantity of waste to be processed per day.
  • Site clearance/NOC from local authority.
  • Utilization programme for waste processed (Product Utilization).
  • Method of disposal (details in brief).
  • Quantity of waste to be disposed per day.
  • Nature and composition of the waste.
  • Methodology and operational details of land filling/incineration.
  • Details of measures to be taken for prevention and control of environmental pollution including treatment of leachates.
  • Investment on Project and expected returns along with project report.
  • Measures to be taken for safety of workers working in the plant.

BIO-MEDICAL  WASTE

Every occupier of an institution generating collecting, receiving, storing, transporting, treating, disposing and/or handling bio-medical waste in any other manner, except such occupier of clinics, dispensaries, pathological laboratories, blood banks providing treatment/service to less than 1000 (One Thousand) patients per month  shall apply in the PRESCRIBED FORM-I to Member Secretary, Chhattisgarh Environment Conservation Board, Raipur (if more than 50 beds or serving more than 2000 patients per month) or concerned Regional Officer of the Board (if less than 50 beds or serving more than 1000 patients and less than 2000 patients per month) for obtaining AUTHORIZATION.
With the duly filled application form please accompany the following:-
  • Location of site with topo sheet, site map/plan, layout plan.
  • Name of waste treatment/disposal  technology.
  • Details and specification of treatment/disposal technology to be adopted.
  • Type and Quantity of waste to be treated/disposed  per day.
  • Site clearance/NOC from local authority.
  • Method of disposal (details in brief).
  • Quantity of waste to be disposed per day.
  • Nature and composition of the waste.
  • Methodology and operational details of deep burial/incineration/autoclaving/micro-waving/disinfection/destruction/secured land fill/chemical treatment etc.
  • Details of measures to be taken for prevention and control of environmental pollution including  leachates (if any).
  • Investment on Project  along with project report.
  • Measures to be taken for safety of workers working in the plant.

MUNICIPAL SOLID  WASTE

Every municipal authority or an operator of a facility  shall apply in the PRESCRIBED FORM-I for grant of authorization for setting up waste processing and disposal facility including land fills to Member Secretary, Chhattisgarh Environment Conservation Board, Raipur (in case of Municipal Corporation or Others) or concerned Regional Officer of the Board (in case of Municipal Council and Nagar Panchayat).
With the duly filled application form please accompany the following:-
  • Location of site with topo sheet, site map/plan, layout plan.
  • Name of waste processing/disposal  technology.
  • Details and specification of processing/disposal technology to be adopted.
  • Quantity of waste to be processed/disposed  per day.
  • Site clearance/NOC from local authority.
  • Details of agreement between municipal authority and operating agency.
  • Utilization programme for waste processed (Product utilization).
  • Methodology for disposal of waste processing rejects (Quantity and Quality).
  • Nature and composition of the waste.
  • Methodology and operational details of collection, segregation, storage, transportation, processing and disposal of municipal solid wastes in brief.
  • Details of measures to be taken for prevention and control of environmental pollution including  leachates (if any).
  • Investment on Project  along with project report and expected returns.
  • Measures to be taken for safety of workers working in the plant.
